I think Balsamiq Mockups is a good candidate.
Added bonus: According to their website if you contact them first before
demoing it to 15+ people, they'll give the speaker a license and another
license to give away. I already have a license so if I did it, we'd have two

Surely someone will volunteer for this one and give themselves a guaranteed
copy.
