Hey again!

Well, this is a direct result of my previous project.  My organization
is pushing "EE" access to reports and other things.  We are understaffed
and the "powers that be" don't want to give us any time to learn this in
house.  They want to hire a company to get things "started". 

Thank you for suggesting several alternatives.  I will pass on this
information to my supervisor.

I haven't had direct experience with OBIEE just Oracle Enterprise and
RAC. Some things you should consider is up front and back end costs
because its likely you will need their professional services or
consultants to get it deployed and functional for your organization. 
Typical sales pitch is designed to get their foot in the door and keep
you hooked while adding more costs. You should ask for some form of TCO,
total cost of ownership although I don't really know if they can provide
it realistically without knowing your requirements.

You can look at alternatives such as LogiXML, MicroStrategy, Tableau,
Pentaho and SpagoBI.

Either way it's likely you will need to find external BI expert.

BTW How did you previous Java project go, the one you were asking about
some time ago?
