[Steering Committee] Legal Update

We should probably define the positions.   I'd assume that we would have
officers.  With that assumption, we would have a President, Treasurer, Vice
President, and Secretary.  I'm sure I've forgotten some positions and names
could change, but we need to start somewhere. We do need a brief description
of each role.
