[Steering Committee] Meeting Notes and Job Descriptions

Minor spelling error of "Treasurer". Other than that, I like these
descriptions. Perhaps a preamble explaining that the SC really decides most
things, and that everyone is invited to attend. (like we haven't said that
before!)
So, got my approval. Anyone else?
