[Steering Committee] do we need a new Jug position - Beggar of Money

No we never locked them down.  We can keep the name or not, the issue is
that we need to nail down these responsibilities... we talked about it at
the last steering committee meeting.  We figured that the only big one
outside of lining up speakers and handling the money was tracking down
sponsors.
