[Steering Committee] do we need a new Jug position - Beggar of Money

I might be missing something .... why do we need to name/rename a
position? This is a job duty/description of an appointed officer.

So what officer do we have currently that is not fulfilling their
obligations? Maybe we haven't assigned that clearly enough to the
officer?

Elections? Where is the job descriptions for each elected position?
