[Steering Committee] Offer for a June meeting speaker: Jordan Palmer

Hey, Jordan Palmer is offering to do a talk on Functional Programming at
the June meeting, and also announce a new FP user's group.  He's sending me
the title, abstract, and bio in a bit.
