[Steering Committee] Re-restarting the JUG

The java team at MS has made some strides. The java support in vs code is a
good example. In azure they have done quite a bit to support java in their
serverless Functions (aws lambda). It's not always perfect, but they seem
to be moving the right direction.

My last job was working on spring boot services deployed to azure
functions. It wasn't as nice as the c# guys had it, no doubt. But overall I
was impressed with what they had done.
